"Position Title: OPS Biological Scientist IV Program: Epidemiology, Disease Control and Immunization Services


This is a grant-funded position. The grant can be terminated or extended at any time. The salary for this position is $25.00/hour and is anticipated to work 40 hours weekly.


Summary of Duties:


This is a professional level position with the Office Epidemiology, Disease Control and Immunization Services (EDC-IS) in Miami.


This position requires knowledge of the public health system and the professional skills to interact with patients, health care providers and others in the community involved in disease prevention and control; Incumbent should have the ability to interact with people with diverse social, economic, and cultural lifestyles and characteristics. This position also requires communications skills to interview and elicit information from patients, contacts, and community partners.


This position will work with a dynamic team of epidemiologists and program staff in surveillance activities related to surveillance, prevention, and control. The incumbent will be performing communicable disease investigations, particularly in respiratory disease outbreak investigation, primary data analysis, and Syndromic Surveillance. The incumbent will work cooperatively with hospitals, private physicians, county health department nursing staff, state public health and commercial laboratories, and others on disease investigation under established guidelines and protocols.


The incumbent will be cross trained by different investigators and staff and will also assist with data management, data visualization, surveillance, and continued enhancement of electronic integrated disease surveillance systems, electronic laboratory reports (ELR), and electronic case reports (eCR). Incumbent will follow Health Insurance Portability and Accountability Act and information security regulations to ensure confidentiality and privacy of the client health information. Incumbent will establish good rapport with staff and clients and provide positive customer service. Incumbent is expected to adhere to established Health Department policies and procedures.


Duties include:


Investigate and manage selected communicable diseases such as respiratory disease outbreak investigation and interview clients.

Complete required paperwork, including documentation of case management records, interviews, field investigations, travel logs, and narratives. Responds to the Florida Health Alert Network (FLHAN)/Everbridge emergency alert system.

Collect, analyze, and interpret information/data on diseases through daily surveillance to include review of lab reports and prepare/distribute reports of findings to the Epidemiology team to include interpretations, projections of trends and appropriate recommendations and/or conclusions. Develop and perform statistical analyses by SAS/GIS regarding Epidemiology project using surveillance data, hospitalization data and vital record data.

Participate other outbreak investigations and community health related complaints investigation.

Plan, design, organize, and conduct educational programs for employees/community which convey specialized knowledge and skills to increase awareness of existence of disease that affect our community.

Respond to public requests for data, community outreach, and other public health and disease prevention related activities.

Act as a source of reference and provide information relating to the field of infection control for all departments in the local Health Department.

Performs statistical analyses using Syndromic Surveillance data timely.

Performs syndromic surveillance report on the rotation.

Performs all other assigned duties.

Preferred:


Preference will be given to candidates who have a master's degree from an accredited college or university. Experience planning, coordinating and/or presenting in conferences and workshops with diverse audiences. Knowledge of computer programs/software.


Knowledge, Skill and Abilities:


Knowledge of office procedures and practices and the ability to understand and apply applicable rules, regulations, policies and procedures.

Knowledge of the terminology, principles and techniques used in biological and epidemiological research, analysis, or testing.

Knowledge of communicable diseases.

Knowledge of epidemiologic design methods.

Ability to use computer programs, spreadsheets and statistical analysis (SAS), (Statistical Analytical Software, Geographical Information System(GIS), Epi Info).

Ability to compile, evaluate and analyze epidemiologic data.

Ability to work independently.

Skills in communicating medical information to the public.

Ability to act as a source of reference and provide information relating to infection control and disease control.

Knowledge of current practices in all aspects of infections control principles.

Ability to plan and direct technically complex epidemiologic investigation.

Ability to prepare health education material at appropriate reading levels.

Ability to prepare and conduct training to programs other related duties incidental to the work described herein.

Ability to plan, organize and coordinate the assessment of health-related needs and problems in the community.

Knowledge of HIPAA and client confidentiality requirements

Other Job-related requirements for this position:


Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
