This is a broad job description. The requirements for advancement to a higher tier will be determined by the City Manager.

General Summary

The Community Affairs Manager position is an administrative and professional position within the Administrative Services Department. This position exercises extensive initiative and independent judgment in performing advanced professional and administrative work for the Office of the City Manager, and any other person as designated by the City Manager.


Supervision Received & Exercised

The Community Affairs Manager position exercises supervision over the SoMi District Ambassador position and works under the general supervision of the Deputy City Manager. This position is classified as an exempt, full-time position.


Duties & Responsibilities

 Manages special projects as assigned by the Office of the City Manager.

 Assists in conducting research for assigned special projects, including collecting, analyzing, and interpreting data for use in developing recommendations.

 Establishes relationships with constituents and handles constituent outreach and follow-up (primarily driven by the Mayor and City Commission).

 Assists with constituent issues, including investigating complaints and concerns and making necessary adjustments, within prescribed limits, and or referring the concerns and complaints to the appropriate individual and follows up to ensure that any necessary action has been taken.

 Establishes relationships and manages communications with businesses located in the City’s SoMi District.

 Serves as the staff liaison between the SoMi District and the City.

 Is responsible for creating marketing materials for initiatives associated with the Community Affairs Division including Taste of SoMi and Citywide volunteer cleanup events.

 Assists with event photography, as necessary.

 Creates and shares the SoMi Business Newsletter.

 Acts as the liaison to residents during City projects, as necessary.

 Performs other tasks as required by the Office of the City Manager or Administrative Services Division.

 May be required to work weekends, holidays, or after-hours based on special events.

 Manages the City’s SoMiConnect workorder system.


Minimum Qualifications Required

 Bachelor’s degree in public administration, business administration, or related area from an accredited college/university is required.

 Minimum of three (3) years required of related experience in the performance of general administrative work, or any equivalent combination of related education and experience.

 Must possess a valid State of Florida driver’s license with an acceptable driving record.

 Experience in government/municipal management work is preferred but not required.

 Must be a non-smoker.

 Must be fluent in the English language. Bilingual in English and Spanish is preferred, not required.

 Must be computer literate and proficient in Microsoft Office programs including Word, Excel, and Outlook.

 Must maintain high ethical, honest, and moral standards.

 Must be prepared and available to work during a hurricane or declared emergency.

 Minimum qualifications may be waived by the City Manager.

 This position has physical requirements that are as follows. The candidate must have the use of sensory skills in order to effectively communicate and interact with other employees and the public. This includes but is not limited to through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, fine motor skills, handle, feel or operate objects, read and write English. The candidate must also possess the physical capability to effectively use and operate various items of office equipment, such as but not limited to a personal computer, calculator, copiers, and cell phones. Work is predominantly indoors within a usually quiet to moderately noisy environment and is considered sedentary to light work.


Knowledge, Skills & Abilities

 Knowledge of modern office practices and procedures.

 Knowledge of City ordinances and regulations applicable to the operation of municipal government.

 Ability to maintain confidential and sensitive information.

 Ability to communicate clearly and concisely both orally and in writing.

 Ability to effectively meet and deal with the public; ability to handle stressful situations.

 Ability to develop effective office procedures, establishing and maintaining positive working relationships with other employees and the general public.

 Ability to successfully utilize Canva and Constant Contact.

 Knowledge of video editing software.
