"Position Overview

General Function:

Provides Business Tax Receipt, Permitting, and Zoning assistance to homeowners and business customers of the Development Services Department. Responsible for providing concierge-level service to assist the Applicants in all processes of the Development Services Department. Work emphasizes a wide range of customer service functions and frequent interaction with the public.

Ability to maintain an effective working relationship with other employees, supervisors, City Officials, and the public. Must have good communication and people skills.

Key Duties & Responsibilities

Essential Duties and Responsibilities:


• Highly technical and customer service-oriented position that requires an in-depth knowledge of the Permitting, Planning & Zoning, and Business Tax Receipt processes and requirements.

• Serves as the liaison between the Development Services Department and homeowners, business owners, outside agencies, and City departments.

• Shepherds plans, permit applications, planning and zoning applications, and business tax receipt applications through the review process, coordinating with other City and/or County departments as needed.

• Oversee and process requests for completion of permits and issuance of Certificates of Completion or Occupancy for homeowners and business owners. Works closely with the Plan Examiners, Inspectors, Building Official, and Department Director as needed.

• Uses considerable knowledge of departmental operating policies, rules, and procedures to effectively provide technical assistance to the Applicant.

• Assists in responses to customers' inquiries received through email, telephone, mail, or in person.

• May perform other related duties as assigned by the Building Official or Department Director.

Type of Appointment/Work hours:

• Full-time/Regular in-person position.

• Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.

• Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.

• Will be required to work occasional overtime or shift assignments, if applicable.



Qualifications & Work Environment


Requirements:

• Associate of Arts of Science in Public Administration, Construction, Engineering, Business Administration, Communications, Business Development, Political Science, or its equivalent.

• Bachelor of Art or Bachelor of Science is highly preferred.

• Three (3) to five (5) years of previous experience working in Development Services, Business Tax Receipt, or Building Department.

• A minimum of two (2) years of experience in a customer service-related field.

• Considerable knowledge of permitting, inspection, and construction is essential to this position.

• Considerable knowledge of departmental operating policies, rules, and procedures.

• Must be able to explain rules and regulations to the public in a courteous and tactful manner.

• Must be able to comprehend and follow written and verbal instructions.

• Must be proficient with using various software applications (Word, Excel, Adobe PDF, and permitting systems), EnerGov, or Tyler Cashiering.

• Must possess a valid Florida driver's license with a clean driving record.

• Must pass a background screening process.
