"Position Overview
General Function:
The incumbent is responsible for conducting studies, collecting and analyzing data for application to the City’s comprehensive plan; planning districts and overlays; managerial work of considerable difficulty administering; coordinating work the Development Service Department related to community redevelopment; economic development; and grants. Responsible for the daily supervision of the Planning and Zoning Division employees and operation. Independent judgment is exercised in the application of professional techniques and principles to recurring problems and projects, which do not go beyond the bounds of established departmental rules, standards, and policies.

Key Duties & Responsibilities
Essential Duties and Responsibilities:
• Provides technically sound and professional recommendations through the Director of Development Services, to the City Council, along with the various boards and committees appointed by the City Council.
• Plans, organizes and implements the Departments and City’s long-range and short-range goals and objectives toward achievement of the City's Comprehensive Plan and Strategic • Plan; develops and implements policies and procedures, implements and coordinates program objectives and assures compliance with local, state and federal law.
• Supervises and evaluates Department personnel involved in zoning, plan review, neighborhood development, transportation planning, sustainability, housing, public art, and other planning related functions; provides direction and training opportunities to develop division personnel. Recommends hiring, termination and disciplinary actions.
• Works with the Director of Development Services to create, implement and control department budget; ensures all functions and programs under charge are performed with established budgetary parameters, to include performing cost control activities, monitors revenues and expenditures, and ensures sound fiscal control.
• Oversees development and compliance of local, state and federal grant funding, recommending major policies and funded projects.
• Oversees subordinates providing assistance to citizen and community groups, to develop and enhance community awareness of housing and other programs.
• Oversees the procurement and implementation of technical consultants to assist staff in completing detailed analysis for use in the department.
• Makes recommendations on the establishment, abolition and consolidation of ordinances, rules and regulations.
• Serves as advisor to and representative of the City on growth management and development activities.
• Attends state, county, regional, and local planning agency meetings as required.
• Interprets federal, state, and local regulatory policies and laws and develops specific operating procedures which comply with all requirements.
• Attends City Council meetings to present activity reports and plans for future activities.
• Meets and responds to public and interdepartmental Planning and Zoning issues.
• Cooperates with representatives of other organizations in solving interrelated administrative, organizational, and technical problems.
• Reviews plans to ensure compliance with the Comprehensive Plan and the Land Development Code.
• Delegates functional activities to subordinates and establishes supervisory schedules and responsibilities to ensure quality and timeliness of independent decisions required to provide continuous service to the public and safety of workforce and facilities.
• Prepares studies and programs related to the present and future land use and zoning regulations.
• Maintains current knowledge of trends and developments in the field and facilitates the application of such to department policy and procedure as appropriate.
• Prepares written reports and trends on operations as required.
• Performs related work as required.

Type of Appointment/Work hours:
• Full-time/Regular in-person position.
• Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
• Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
• Designated as essential personnel.
Qualifications & Work Environment
Requirements:
• Bachelor’s degree in urban and regional Planning, Civil Engineering, Architecture, Public Administration, or a closely related field. A master’s degree in a related field and A.I.C.P. preferred.
• Ten years of progressively responsible experience in building, professional planning, growth management, land development codes, and building codes, with a minimum of five (5) years in a supervisory/management capacity, to include fiscal management experience, preferably for a municipal or institutional organization. Seven (7) years of progressive experience in Planning and Building & Construction.
• Knowledge of Florida and Miami-Dade County comprehensive land use planning and development regulations.
• Ability to plan, direct, and coordinate a wide range of planning, inspection, enforcement, and licensing activities.
• Ability to create a positive image for the public relative to growth management and development programs.
• Thorough knowledge of Chapter 163, F.S., comprehensive master land use planning, land development code, economic development, community development block grant program, census analysis, zoning, geographic information systems (GIS), historic preservation, transportation and traffic analysis, open space planning, and environmental review.
• Must have a strong technical, administrative and business background. Ability to solve problems and deal with multiple tasks.
• Ability to create a positive image for the public relative to growth management and development programs.
• Must be able to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.
• Ability to interpret and work from planning documents, regulations, sketches, plans, specifications, and blueprints. Extensive knowledge of planning matters, growth management, and construction methods and techniques and terms such as (electrical, plumbing, mechanical, and housing/building rehabilitation mandatory, etc.).
• Must possess a valid Florida driver’s license with a clean driving record.
• Must pass a background screening process.
